b. Primary and permitted services have the same rights except
that the primary services have priority.
Stations of secondary
services are not allowed to cause interference to stations of primary
or permitted services, and they are not allowed to claim protection
from interference from primary or permitted services.
They may,
however, claim protection from interference from other secondary
date. The International Telecommunications Union Table of Frequency
Allocations contains numerous amplifying footnotes and exceptions
which must be reviewed before frequency assignments or spectrum
allocations are made (illustrated by Figure 5).
