Summary. Effective security begins with accountability. The heart of the COMSEC system is its need to
maintain positive and continuous accountability. This occurs from point of origin to final disposition. As a signal
officer with COMSEC related duties, you must be totally conversant in all aspects of the CMCS. You must know
the ALCs and the degree of accounting and control needed.
