System of which the Defense Communications System is a major part.
The mission of Defense Communications Agency is to insure that the
Defense Communications System is engineered and operated to meet the
long-haul, point-to-point telecommunications requirements of the
Department of Defense and other associated government agencies and
the National Command Authority.
Defense Communications Agency is
organized into a headquarters in Washington, DC, with field
activities in assigned geographical areas of responsibility.
c. The Defense Communications Agency is, in essence, a management
agency
as
opposed
to
an
operational
agency.
The
Defense
Communications Agency is largely operated by military service
communications organizations.
The Defense Communications Agency
relies on the spectrum management structures of the Joint Frequency
Panel and the various military departments to provide spectrum
management support to the Defense Communications System.
20. Joint Frequency Panel Responsibilities and Procedures.
a. The Joint Frequency Panel acts as an advisor to the Military
Communications-Electronics Board on matters pertaining to spectrum
management, wave propagation, communications-electronics research and
development,
operational
requirements,
and
characteristics
of
equipment.
Responsibility for the implementation of Department of
Defense directives on spectrum management is assigned the Joint
Frequency Panel; included are the operational (frequency management)
area
functions
of
the
Department
of
Defense
electromagnetic
compatibility program. The Joint Frequency Panel is empowered to act
on behalf of the Department of Defense on matters of spectrum
allotment, assignment, and communications-electronics interference;
this responsibility includes coordination among the services.
The
Joint Frequency Panel also maintains liaison between the Department
of Defense and other United States Government agencies, as well as
the
Canadian,
Australian,
New
Zealand
and
United
Kingdom
representatives to the Combined Communications-Electronics Board.
b. Specifically, the panel's activities in joint spectrum
planning encompass the establishment of policies (for approval by the
Military Communications-Electronics Board) and guidance applicable to
the use of the radio frequency spectrum by the military services and
joint commands.
The panel reviews and approves applications for
spectrum allocation for communications-electronics equipment which is
being considered for development, purchase, lease or use by the

Frequency Allocation Plan (JANAP 141) for the guidance of research
and development activities.
