(7) When there are extra frequencies allocated above the
required amount for the network, these spare frequencies must be kept
in numerical sequence with the block of allocated frequencies and
divide the spaces equally among the six blocks on the ABM plan, if
possible.
These spare frequencies may be used for displacement
operation, for additional systems, if required, above the amount
estimated for the operation.
