3. Signal Officer Responsibilities. At the DIVARTY HQ and the FA battalions, the signal officer has both staff
and unit responsibilities. The DIVARTY and battalion signal officers serve as a member of the DIVARTY or
battalion staff. They also direct and supervise the signal elements of their respective unit. Working under the
staff supervision of the S3, they are responsible to the commander for communications. General responsibilities
for all signal officers are contained in Appendix A of FM 11-50, Combat Communications Within the Division
(Heavy and Light). Key responsibilities of DIVARTY signal officer and signal officers in FA battalions include:
a. Advising the commander and his staff on all signal support materials.
b. Planning, coordinating, and supervising the installation, operation, and maintenance of the unit's
systems of lower, adjacent, and higher HQ. Plans may use, but cannot be dependent on, host nation capabilities.
c. Coordinating with the assistant division signal officer and the division signal battalion S3 on signal
support requirements and for access into the Mobile Subscriber Equipment (MSE) network.
d. Preparing the signal estimate and signal annex.
e. Maintaining, issuing, and accounting for the unit's signal operation instructions (SOI).
f. Serving as the communications security (COMSEC) officer, supervising the unit COMSEC custodian,
and issuing and accounting for security equipment, key lists, codes, ciphers, and authentication systems.
