PART B - FUNDAMENTAL REQUIREMENTS OF MILITARY COMMUNICATIONS
The three fundamental requirements of military communications are reliability, security,
and speed. Reliability of communications requires assurance that a message is delivered in
intelligible form to the proper addressee, and that the meaning intended by the originator is not
altered or obscured in the process. Reliability is always of paramount importance. However,
there is a variable or changeable relationship between security and speed. In the planning stages
of an operation, for example, when only a few persons should know what is contemplated,
security is far more important than speed. But as the time of execution approaches, additional
persons must know the plan, and preparations cannot be so effectively concealed. Speed is then
increasingly important.
