a. The
Communications-Electronics
Resources
Management
is responsible for processing of equipment allocation actions.
Allocation actions are essentially forward looking; that is, they are
in support of plans, concepts or equipment which are in development.
within the spectrum resources available before development funds are
provided.
Unlike, an assignment, which is granted primarily on the
basis of current needs, allocations must be studied in terms of
potential impact on longer term spectrum resources.
Assignments
normally are granted only if an equipment allocation has already been
granted.
b. An equipment allocation is an authorization to proceed with
the development, production, procurement, or lease of military

(1) An allocation for experimental research or exploratory
development is authorized to test the feasibility of new techniques
or concepts of natural phenomena and environment and efforts toward
solution of problems in the physical, behavioral and social sciences
that have no direct military application; or to test the feasibility
of adapting conventional techniques to new purpose prior to
projection into development planning (includes all effort directed
toward solution of specific military problems, short, or major
development projects).
(2) An allocation for advanced or engineering development is
authorization to develop equipments which have moved into the
to develop programs being engineered for service use but which have
not yet been approved for production and service deployment; or to
continue development of equipment/systems that have been approved for
production and service use.
(3) An operational allocation is authorization to procure
equipment which has passed the development phase and is planned for
operational use of either tactical and training purposes or
purposes).
