The foregoing lesson covered electromagnetic spectrum management
at the international level, national level, and within the Department
of Defense to the level of the Joint Chiefs of Staff, defense
agencies, and the United States Military Communications-Electronics
Board. The lesson discusses spectrum management responsibilities at
various echelons of command within the Department of the Army,
beginning with the Assistant Chief of Staff for Communications
Electronics. Although the discussion focuses on spectrum management
within the Army, it is important to reemphasize that authority for
utilization of the spectrum by the United States Army is derived
ultimately from the President of the United States under the
provisions of the Communications Act of 1934. Additionally, actions
concerning spectrum management are rarely unilateral.
