c. The Department of Defense Area Frequency Coordinators are
authorized to request temporary radio silence in order to eliminate
Timesharing and technical adjustments on
frequency assignments can also be arranged by mutual agreements
between authorized users in a geographical area and through the Area
Frequency Coordinator.
25. The Military Departments.
a. General.
The spectrum management organization of
each
military department is important, for it discloses how
each
organization handles its frequency management responsibility.
b. Department of the Army.
In the Department of the Army, the
Assistant Chief of Staff for Communications-Electronics has staff
for call sign management. The mission, organization and functions of
the Assistant Chief of Staff for Communications-Electronics are
described in detail in the next paragraph; however, a number of other
staff elements and commands are involved in some aspect of spectrum
management.
For example, the Deputy Chief of Staff for Military
Operations, within his responsibility for development of strategic
concepts, estimates and plans, must determine the electromagnetic
support required.
These supporting requirements, in turn, must be
analyzed to assure that they are capable of adequate communications-
electronics spectrum support.
Similarly, the Assistant Chief of
Staff for Force Development is charged with staff responsibility for
electronic emitting equipment, which must be examined to determine
their supportability within the spectrum.
c. Department of the Navy.
In the Department of the Navy, the
Director
of
Naval
Communications
has
the
responsibility
for
communications-electronics spectrum management.
The Director of
Naval Communications is responsible for approval of all Navy
electronic equipment designed to emit or receive electromagnetic
energy in the experimental, developmental, and operational phases.
The Chief of Naval Material has the responsibility of preventing
expenditures for electronic equipment for which spectrum allocations
have not yet been approved.
Under the Director of Naval
processes all allocations and assignment requests.
The Chief of
Naval Operations provides the fleet commanders and naval district
commandants with spectrum resources. Naval district commandants are
authorized
to
coordinate
locally
with
Federal
Communications
Commission, Engineer-in-charge for use of certain nongovernment
frequency bands.
Fleet commanders make specific assignments to
subordinate commands through fleet operating plans.
