h. When it is determined that Electromagnetic Compatibility
Analysis
Center
assistance
is
required
to
accomplish
Army
electromagnetic compatibility tasks, such assistance must be funded
by the project customers. It is necessary for each project customer
to plan, budget, and fund for required Electromagnetic Compatibility
Analysis Center support and to transfer funds to Electromagnetic
Compatibility Analysis Center for projects undertaken in any specific
Center electromagnetic compatibility analysis will be submitted
through normal command channels to Headquarters, Department of the

i. Army agencies having a requirement for electromagnetic
compatibility support by the Electromagnetic Environmental Test
Facility will forward such requirements through normal command
channels to Headquarters, Department of the Army, Washington DC
20310.
The Assistant Chief of Staff for Communications-Electronics
will evaluate requirements, establish priorities in coordination with
other Department of the Army staff elements as required, and then
forward
formal
tasking

Facility.
The statement of the requirement for support should be
sufficiently comprehensive and describe the support desired, the type
of environment, the results desired, and the degree of urgency.
35. Spectrum Management During Life Cycle of Equipment.
a. Electromagnetic compatibility is a vital consideration for
communications-electronics
equipment
beginning
with
concept
formulation through the operational phase of the equipment life
cycle.
It is the responsibility of Assistant Chief of Staff for
electronics equipment compatibility.
b. Figure 13 depicts the interface between the life cycle
analyses for communications-electronics equipment on a time-phased
basis.
During all phases of the life cycle management model,
determine the compatibility potential of communications-electronics
concepts system or material at each stage of the development cycle.
Additionally,
