A joint C3CM cell may be organized by the JFC. The cell coordinates targeting

The J3 normally chairs the C3CM cell. The cell has members from the J2, J6, FSE, and other staff
elements and components, as appropriate. C3CM cell meetings are normally conducted daily to:

Disseminate the JFCs targeting guidance and objectives.
(2)
Monitor the effectiveness of targeting effort.
(3)
Coordinate and deconflict joint force targeting operations.
(4)
Validate no-fire areas.
(5)
Approve new target nominations for inclusion in the JTL.

A joint targeting coordination board (JTCB) may be organized by the JFC. A JTCB
and deconflicts lethal and nonlethal assets for C3CM operations. The J3 chairs the JTCB. Other staff
directorates and components provide representatives. The JTCB should include representation from
tactical air control center and electronic combat planning cells. It should meet daily to:

Disseminate JFC's targeting and EW guidance.
(2)
Monitor the effectiveness of lethal or nonlethal targeting efforts.
