The JCEWS aids the JFC and J3 in coordinating EW operations. At a minimum, it
consists of J2, J3, J6, and FSE element. The JCEWS provide each Service component the flexibility to
meet its EW requirements, while avoiding mutual interference with friendly systems. It is usually
located in the joint operations center. The JCEWS:
Advises and aids the J3 in accomplishing EW operations to support the C3CM

Monitors the status of EW resources and assists in deception planning.
(3)
Coordinates with the J2 for EW support measures (ESM) data need for planning
and coordinating EW operations.

At the joint force level, the deception staff element (DSE) plans, coordinates, and
monitors deception operations. This focal point for deception planning and execution is crucial to
successful deception operations. A deception office who reports directly to the J3 heads the DSE. Other
staff members needed to plan a deception are assigned to the DSE as needed. The DSE:

Plans deception activities based on the commanders guidance.

Coordinates deception operations among components.
(3)
Monitors operations to plan future deceptions.
Integrates C3CM deception into overall theater campaign planning, as requested
